Hi Regina,
I am not able to read the calligraphy etc.
However it has a qianlong mark on the base.
The footing outer rim is dirty.
The base footing and seal mark are not period narks. I would submit said item is modern. Hence 20th century.
I am unable to verify if the painting is hand painted or other.

This is a citation from a poem of a 13.C. Northern Song poet Zhang Daoqia
The markings are too dim to read for identification.

The red base-mark is a six character reign mark of Jiaqing (1796-1820), reading "Made during the Jiaqing Reign of the Great Qing Dynasty" (Da Qing Jiaqing Nian Zhi - 大清嘉慶年製). I was able to bring it out of the fuzz a bit with Photoshop.
