Subject:Hand Painted Flower plate - help with the markings please

Hallo all.
A rather nice hand painted plate (25cm diameter).
I don't think this plate has any age, but I would be interested to know the meaning of the two marks to help with maker and age.
Can anybody please help with the translation?

The base-mark reads from the top right down and across as 'Zhong Guo Zhi Zao' (中國製造), 'Made in China'. The gotheborg.com Chinese porcelain marking data base associates this mark with ceramics made circa the mid-20th century and subsequent Cultural Revolution era. The small rectangular mark is a numerical factory marking, possibly a shop or stock number.
