Subject:Help needed re translation of writing on scroll

I wonder if someone could translate the writing on this scroll please, and maybe decipher what the stamps / chops may ‘say’?

I assume then that this is Chinese script?

And when you say "unidentifiable artist"; Master Li is not the artist then?

Yes, it is Chinese.
The artist's surname is surely Li.
However,the only problem with this is that there are currently hundreds of artists with the surname Li active in China. Thus, it is not possible to determine which of them it could be. In this case the leisure seal is not enough to find out more about him.
