Subject:Translate and ID Chinese Vase Seals

Hi,
Hoping someone can help with this. I have a very bright and vivid Chinese vase depicting the Eight Immortals crossing of the Bohai Sea, which is clear to me, however other details of the vase are not.
I am guessing this is a replica antique but am struggling to put a date around it. Any ideas?
Hoping the markings on the base, and what I presume is the artists signature help with some additional information.
I'd also like the what I presume is a proverb translated if possible please.
Other info is that I can feel the artwork and seals with my fingertips which would suggest that these were applied after glazing was done. There is also a metalic gold rim at the top that has been worn which also means that it was painted onto the glaze (not under it).
