Hello! Can anyone help me ID this mark on a Satsuma bowl? I can figure out some of the wording, but the artist signature is stumping me.

It says.
日本一ノ美術品ハ此ノ薩摩焼ナリ
Nihon ichi bijutsuhin wa kono Satsuma-yaki nari
The best work of art in Japan is this Satsuma porcelain

I have not been able to find out anything more about it.
