Hello,
Can anyone identify this maker's mark on this footbath?

Not a maker's mark but a decorative stamp of "Made during the Guangxu Reign of the Great Qing Dynasty". You don't mention its size, but this piece may be a footbath, probably transfer-decorated in Hong Kong or Macao in the late 20th century using a Chinese porcelain blank.

It is not a maker's mark, it is a mark reading Great Qing [dynasty] Guangxu reign made. This reign was officially 1875-1908.

The stubby people in the illustration you show suggest it was made around 100 years later. In any event, the mark should be considered part of the decoration rather than literally stating the period when made.

Could it be a toureen missing a lid?
