The most of it you have already correct, it is Kutani, maybe late Meiji, that's hard to tell from just pictures and the signature is indeed "Keiko Sei" - Made by Keiko - 圭子 製.
Keiko is a female (first) name, Japanese.
I've seen 2 other Keiko marks on 2 Arita Imari pieces, signed: Saishintei Keiko Sei, which were dated early Meiji (1868-1880) - see picture. But whether this is the same Keiko is only a guess, I don't know.
