Subject:Carved Dragon Bamboo Signature ID Help

I picked this up at a flea market today. I think the piece is really cool, and seem like the carving is very intricate and detailed. The bottom is signed with a few characters and a chop mark. Can anyone help me figure out what the characters mean / say? Thanks for all the help as always.

I have seen some of these online while searching but one thing I noticed is there are many artists. I guess these were just mostly folk pieces done like most wood carvings. This one does have a lot better quality than most of the other ive seen though. The dragon scales are very intricate and feel almost like snakeskin. This leads me to believe this one could be a more notable Carver which is why he signed the piece. Does anyone know if there is a name in the characters or if it is just a description. This feels like a piece that should have the artists name.
