I wonder if the jar might actually be a product of the 1950s-60s, when many of the older cloisonne artists were still working. It seems like something that would take a good deal of practice, as well as an artistic eye, to accomplish - that is, not something that a new young recruit to the Beijing Enamel Factory would likely be able to quickly learn and use effectively. The foot and collar motifs are resolutely traditional, unlike those that the JingFa artists began to develop in the 1970s.
In my blog post about this fish scale pattern, there is an an example of a jar similar to your with a red enamel "CHINA" base mark. This mark seems to have disappeared after Liberation in 1949, almost certainly by the early 1950s when exports to the US were curtailed.
