Subject:Japanese character identification

Hello, I'm wondering if anyone can identify this artist from the characters here.

The signature reads as follows, which is confirmed
by the decipherment of seal.
Signature,
立楼高琅  Lilou Gaolang
Seal, (Reads from right to left)
琅高  Gaolang (High jade)  
楼立 Lilou (Howering tower)
I could not find any painter on Chinese websites and in painters name dictionaries
under this name.
It could be a sobriquet or one of the two
character groups ccould be courtesy name and the other character group could be the sobriquet, vice versa.

I'm confused though as this is from a Japanese scroll depicting Mt Fuji from the Edo period. Did Japanese painters take on Chinese pseudonyms?

You perplexed me with a difficult question.
Basically, the inscription could be either Japanese, especially when the Mt.Fuji is painted on the picture.In this case the four characters
are not names or art names, but a self-styled
four character compound expression
立楼高琅 Ritsurou Korou (cca.High howering
jade tower) wich serves as title.
The only question is why the artist got cut a
seal identical to the title.He might have painted a series of pictures from Mt. Fuji ?
Why did he not sign it? In the Edo period the Japanese culture was very much swallowed with the elememts of Chinese culture. There were painters
who imitated classical Chinese painters.
They have used same psedonyms,like: 居士,隠士、
道人、散士 etc.
I hope somebody will come up with new idea.
