秋山飛瀑　- Galloping waterfall in autumn mountains
I would read the signature,
周争輝　Zhou Zhenghui,( however the　 3rd seal character rather reads 煇　-　In contemporary
usage the two characters are considered as same)
Zhou Zhenghui a.k.a 周振輝　（Zhou Zhenghui) a contemporary Chinese painter, born in 1951 in Changsha, Hunan. Executive director of the Changsha Folk Landscape Painting Research Assoc. and senior painter of Yulung Xuan Art Court (御龍軒藝術苑）in SW-China. Mr. Zhou exhibited his works two times in Taiwan.
