Subject:Japanese woodblock print identification request

This scroll is partially handwritten and has woodblock printed individual at the bottom. My search on ukiyo did not have any result. Please help identify it if possible. it have a seal but it has faded.

The inscription gives a small glimpse into the times just before the Meiji Restoration.
一片精忠達紫宸殿來忽得摂関話
只恨沈論西海底介然身後属天眞
The group of Seichu* people after their arrival in the Purple Hall* were immediately met by the regent. There their hatred fell down to the bottom of Western Sea and their firm immortal souls remained in unaffected naivite.

(*Seichu-gumi = militant organization within the Satsuma Clan at the end of Tokugawa Period - Dissolved in 1862 after the Terada incident)
(*Purple Hall = Hall for state ceremonies in the Kyoto Imperial Palace)

Unfortuntely, the seal is too faded to read.
