There are a huge number of these cloisonné 'ruyi' scepters floating around in the marketplace. I checked liveauctioneers.com and present some indications I found to be interesting. The first three items on the list are the same item being passed around to different auction galleries with the same photos and no-sale results each time. The fourth is an ongoing sale of a scepter of the same form if you'd like to follow its results. The fifth is a scepter with a not necessarily period Qianlong mark but some convincing signs of age that look to have helped it sell for $3000.00.

I deduce from this tour that most of what you see on the market is pretty new and hard to move, but anything of decent workmanship with signs of age and fancy mark is a seller. However, I'd be a bit afraid of the one you're showing here, with a fancy macramé cord attached, which makes the item look like it's meant to hang on a parlor wall as a touristy conceit and not to scratch any aristocratic or imperial backs.
