This is the logo of Seiji Gaisha (also rendered Seiji Kaisha), a short-lived 19th century venture involving the Fukagawa porcelain-making family and other Arita interests. Here's the URL to an earlier forum thread with further information. Also another URL is included below to information contained in a listing for a Seiji Kaisha plate being offered online.

Looks like a piece of imari, ceramics are not my thing but I know there are fakes about. The colours look a bit bold for my liking!!... Sure a Japanese ceramic expert will answer soon

That is the mark of the Seiji Kaisha,which produced porcelain from 1879 until about 1897. For more information see here: http://www.imari.com/mei5.html
