Subject:Planter on Stand can't figure out mark

I recently bought this out of an estate and I can't seem to find this mark. I think it is early 20th century but I am not sure. Any help would be fantastic.

The mark reads down from the top right as "Yong Qing Chang Chun" (Eternal Blessings and Youthfulness) and is No. 2030 in "The New an Revised Handmark of Marks on Chinese Ceramics" (2010) by Gerald Davison. This blessing usually is found in conjunction with other character markings found on late Qing porcelains in patterns associated with the Empress Dowager Cixi. Right offhand, the pattern on your planter doesn't seem to resemble any I've seen linked with the name of Cixi or her atelier, so considering how its colored enamels don't appear to be modern, the piece may indeed be of the 20th century Republic period (1912-49).

Are their drainage holes on the bottom of the pot? If so this is a bonsai/penjing pot. Very attractive.

I can't improve on the things others have posted here but I suggest this is not for pengjing but rather a planter for narcissus. It looks quite attractive to me.
