Subject:Help With Carved Resin Lacquer Vase

Few questions here.
I know it is not bone, neither ivory. What is the right way to call it? Resin, lacquer? I see some places describe similar pieces as "white cinnabar" which does not make sense besides the marketing of the word cinnabar. It is about 12" tall and over 9 pounds. The base appears to be made of the same material. So if that is resin I guess it should not be that heavy? Unless, layers of lacquer were applied over a body of some other material?
Then, is it Chinese or Japanese? I found few other pieces with the same mark but no explanation or translation of it. Any idea what is reads?
Finally, do you think it is recent, vintage or antique piece?
