Subject:Unknown work

Can anyone identify the artist of this unusual work? We rescued it from a resale shop in St George, Utah. It's in pretty rough shape but lovely. The signature is enlarged in the photo.

This may be a contemporary work but I'm unsure of its origins. The two characters above the unreadable red seal, are 廣峰. In Chinese they would read as the surname and given name "Guang Feng" in Mandarin. In Japan they would form the place name and surname pronounced "Hiromine" or the given name "Kouhou". The literal meaning, in case they form a title, would be "Spreading Peaks" in either language. I did a quick Google search and found no apparent connection between the characters and artists or art auctions. The buildings in the picture don't look very Chinese or Japanese in style.

The building don't look like anything I've seen before. Maybe a futuristic vision.
