Subject:Help identifying this painting

This is a painting bought by my grandfather. He worked in Hong Kong around 1900, but travelled around a bit, possibly to Japan. The painting is on silk and may be a 'tea wash' ?? The signature is P.I.O (possibly P.I.Q). Many thanks for any help. (Sorry the quality isn't better)
