Subject:Help w/ painted hand fan

This folding hand fan (estate-sale purchase) appears to my uneducated eye to be hand-painted and hand-lettered on reverse side. Imagine it's a nice-quality souvenir or specialty shop item, but curious whether Chinese/Japanese, or mass-produced/hand-decorated, and what the lettering on back says. Can anyone help? Thanks...Mary

Can't tell from the photo if the picture is hand-painted but I strongly suspect it is not. One reason for that is because the writer, Chen something-guang, only indicates he has inscribed the reverse (with what seems to be a variant of a saying attributed to Confucius about the pleasure of having guests) before giving it to the recipient, on July 2, 1982.

And he wrote it with a felt-nibbed pen not a brush.
