any ideas of what this mark is or characters are... Japanese or Chinese? any help is greatly apreciated

While this could be Japanese or Chinese, I'll go with my stronger suit, Chinese. The title, in bold black characters, looks possibly to be "Song Qing" (松青), literally "Pine Green". However, in the context of the avian courtship in progress, this may be intended as a homonym for "Song Qing" (送慶), meaning the male has come "to bestow gifts".

The character on the left of the red seal may be "Yang" (陽 - Sun), but the other one eludes me.

The kinds of cottage arts & crafts industries that produced pictures such as this were promoted by United Nations development agencies in war-torn countries all around Asia and elsewhere after the end of WW-II as a means to jump-start reconstruction with sources of locally-earned foreign exchange. Such art has been sold since then in gift shops around Asia, exported to the rest of the world and also stocked in US military exchange stores worldwide. It's not likely to be seen in the Met or MOMA anytime soon, but still is as cheerful as ever.
