Subject:help identifying chinese porcelain charger

Hi
i have this republic period porcelain charger (around 30 cm)
and the quality of the painting is superb but i do not know who is the maker or what the seal says , i will appreciate any help identifying the maker and meaning of the seal .

The base mark, shown upside down, states (apocryphally) "Made during the Qianlong Reign" (Qianlong Nian Zhi). The decoration is typical of what was being done during the early third quarter of the 20th century.
