Subject:Japanese or chinese? Vase with drunk 5-taloned dragons

Hi all
Is this vase chinese or japanese. I have a suspicion that it isnt very old, as the dragons look a bit drunk in facial expression and simplistic in drawing style?

it also has a seal mark that I have not seen before (I am very inexperienced as you all can tell, LOL)

Any help at all is really appreciated.
