Looks like a late 19th early 20th century famille rose on celadon to me (Chinese)...Oddly even though these are fairly low value, they have been copied, from what I can see though yours looks OK

Shop mark would be my guess too. The center scribbles vaguely look like a really far-out interpretation of characters for "Jiaqing", the Qing reign from (1796-1820). However, this kind of celadon dish with Canton-type famille rose decoration wasn't made until the Daoguang era (1821-1850) as far as I know.

Here are images of an Daoguang unmarked creamer and mark & period plate with similar decoration.

I should add that famille rose on celadon dishes were made during both the Jiaqing and Qianlong periods, but I'm still of the opinion that this particular Canton-style pattern wasn't produced so early. Here's a link URL to an example of such Qianlong-period wares. Also an eBay link for pasting in your browser for an example of another Jiaqing floral pattern on celadon. It's the smaller celadon plate in the first eBay picture. It's shown again larger and with the mark when you scroll down through the pictures. The listing also has a pair of larger unmarked plates in your pattern, which makes for a good comparison.
