Chinese rather than Japanese, dated mid spring 1996, by someone named Jiang Changxiu. I am uncertain of the subject, which reading the inscription on the right may help illuminate. I am wondering if it is meant to represent a turtle associated with longevity, though the turtle is often paired with a snake. (http://en.wikipedia.org/wiki/Black_Tortoise) Otherwise I am at a loss and don't have time to read the inscription unfortunately.

Looks a lot like commercial art, to me. Maybe an advertisement for something. Still attractive.

Hi, Rat:

You are indeed correct, this is a picture of a turtle, confirmed by the first character 龜 on the top of the second sentence to the right. This is probably a painting made by the artist for the celebration of the birthday of an elder, possibly a parent, because like you said turtle symbolizes longevity, with the paining the artist wished the birthday person longevity, happiness, fortune and prosperity according to its writing at the right. Probably in the midst of Spring of the year you mentioned. Super
