The impressed round seal variously shown upside down and sideways on the base of the dish and lid of the box is that of the famous Japanese Eiraku (永樂) kilns in the Kutani area, which geographic mark is seen in red beneath the bold inscription. The large blue character centered in the cavetto is a "Fuku" (good fortune) character I believe. The shape of this piece looks a bit like a pedestal bowl, perhaps a "Haisen" or sake cup rinser, like the one at the link.

By 1882, when James Lord Bowes published his book of marks and seals on Japanese ceramics and other artworks, the 13th generation was in charge of the Eiraku family business. I believe it still may be in operation. I'll leave further translation to someone who knows Japanese better than I do, but nothing I see appears to be a date or reign mark.

Best regards,

Bill H.
