Subject:Cloisonne disaster - how to fix?

I bought what appears to be a Meiji Japanese 12" plate, knowing it had some damage to the back and a few dinks on the front, but the cloisonne was so extraordinary I wanted to see it.
Imagine my dismay to have it arrive in a padded envelope inside a cardboard box. The bowl of chips are what I emptied out of the envelope.
So what do I do to prevent further damage? Carefully replace what chips I can with some sort of soluble adhesive, then cover any exposed copper with a light coat of soluble black paint? By "soluble," I mean something that can be dissolved and removed. Not with water - no sense in getting verdigris started as well.
This would just be to stabilize the piece until more professional conservatory work could be done.
Ideas, anyone?

Seems I uploaded the same pic twice.

The detail on this piece is impressive - note the dragon on the helmet, for example, and the way the honeycomb "armor" on the jacket is represented by precisely half-filled cloisons.

Here is web address of a place that restores cloissone. I haven't used them but they seem reputabe and competent. I'd suggest an appraisal first, to know if it is worth the cost.

Fortunately, the major repairs are to the back.
