Subject:Old Chinese scroll and Japanese woodblock print

My neighbor who is half Japanese got this scroll from his aunt who still lives in a large, old traditional-style house in Tokyo (which escaped the fire-bombing in WW2). He knows almost nothing about it and I don’t know much more than that. But I’ll guess it’s Chinese.

The entire scroll measures 64” x 18”. The painted area is 42” x 13.5”.

We’d really like to know who did it (especially if it is anyone of note), when it was done, what the writing says, etc. Knowing the approximate value would be nice as well.
Any info would be appreciated.

Also, he has the following triptych woodblock print. Possibly a kabuki ad? The printed area measures 13.5” x 27” (three separate sheets, each about 9” x 13.5”). I’m guessing mid-19th C. with a value of somewhere between $75 to $175.
Once again, any comments . . .

Though the mounting seems Chinese in style, the painting is Japanese, the painter describing himself as 72 years old and signing with the name Nanmei (南溟). Not knowing much about Japanese painting I'm afraid I can't identify your artist but perhaps repost as a Japanese painting if no one else chimes in. There was a painter named Haruki Nanmei (1795-1878) but your painting does not resemble that artist's style to me based on the immediately available online examples.
