This piece is about 3 inches high. It's very crusty. Any idea on age and purpose is welcome.

I believe this is a modern fantasy piece that was made of glass, not crystal, artificially made it appear to be a Neolithic piece. Unfortunately, one seldom see any Neolithic crystal piece resembles this.

Using magnifying glass can usually see bubbles in glass.

Quartz ("Rock crystal") never has bubbles, but often can see internal linear crystallization. Does not corrode as some other stones do.

Strange discoloration on your piece is not typical of any stone or even of any glass. Should wash off pretty easily. For glass do not use water warmer than tepid room temperature.
