Subject:water color ID

Lovely large watercolor that included calligraphy
and a signature stamp or chop
Can you help me ID this? Or at least let me know if it is Chinese or Japanese?
It appears to be on paper but I have not had it out of the frame.

should be Chinese, but painted outside of the PRC in summer 1973. not sure what the inscription reads exactly other than the date I've mentioned. it may be a sinified version of an English language name, Mary somebody, but it would be quite odd for a western painter to use a Chinese version of their western name to sign it with. Most non-Chinese who paint or write in Chinese style use whatever Chinese name they've adopted or been given by their teachers instead.

There is a long standing Chinese community in my city of Seattle. So it very likely that it was painted here but a local artist of Chinese descent. Or could be a caucasian person who has studied Chinese art. There is a lot of that around here too. I so appreciate your help!
