Subject:Characters stamped in blue cloisonne enamel

This is stamped into the base of what appears to be a 70s-80s vase. But what does it say?
Is it the name of the workshop?

The interesting character at the upper right still has me stumped, however.

Curiously, the sellers seem to think the pieces are Republic of China era.

"Owner Caishuxueqian, paragraph may be: Po Yixuan system. Asked the teacher to see, in addition to whether the late Qing. Philadelphia thrift shop owner to buy"

So I did a trawl of eBay and various Chinese auction sites, and found many cylindrical fluted teapots with this seal, some with paper Peoples Republic of China paper labels still attached.
The enamel colors and motifs all point to what seem to be a post-1960s time frame.
Was this a workshop separate from Beijing Enamel Company (JingFa), under the umbrella of the arts and crafts export corporation?
