Subject:Please help with translation on painting

Please help id the seal and/or writings. The artist? Thank you so much in advance. (I am posting another painting that matches in style and came out of the estate sale together with this one, but characters seem different.)

This seems to be a picture of the Kanazawa Castle area in Ishikawa prefecture, Japan.

What seems like a lunar year date is written wrong, however: 卯辰 is not a valid year because 卯 is a branch character (and therefore would always appear after one of the stem characters).

I can't identify the artist from the seal and there's no signature in your photos. The other painting is presumably another site in Japan but I'm not making any particular headway identifying a specific location, artist, or date from its inscription。

I believe in this case, 卯辰 may not be a year or time but rather stands for 卯辰山 Mount Utatsu
Mountain in Kanazawa, Japan
(Mount Utatsu is a mountain in Kanazawa, Ishikawa Prefecture, Japan. It is also known by a number of other names, including Mount Mukai, Mount Mukō, Mount Garyū, and Mount Kasuga)
where there are a lot of temples, in which there may be one or two more Guan Yin 觀音.

I did a quick search, there was indeed record of a 卯辰山觀音院 and a 卯辰觀音堂
