Subject:Contemporary Asian Artist ID

Two questions. First, I would be much indebted if someone could translate the title/artist info on this recently acquired painting. No reason to believe it's old or exceptionally valuable, just a matter of curiosity.

Secondly, it seems to me I read a reference in another post about a website that would allow users to compare the (Japanese, I think) text on their art, books, etc., with an on-line database of artist signatures. Can anyone point me in the direction of such a website, or is this merely an indication that I need a vacation more than I thought? My thanks for any help on both points.
