I couldn't identify the artist with a quick look. This is a Meiji era triptych dating from the late 1800s. Probably around the same date as your other print, 1885. If no one else identifies it, I'll make a second try.

Cheers,
Stan

Your print is by the artist Yōshū Chikanobu (1838-1912). You may find out more information on this artist on http://www.myjapanesehanga.com/home/artists/hashimoto-chikanobu-1838-1912. The artist signature and the seal on the print read:
Yōshūsai Chikanobu followed by a red Yōshū gourd-shaped seal. The print depicts the lineage of Japanese emperors and vertical cartouches near the figures provide their names. The small rectangular cartouche on your bottom image provides the name of the person who carved the blocks for the print. If you go to https://commons.wikimedia.org/wiki/File:Chikanobu_Toyohara_-_Imperial_Lineage.jpg you will see the complete triptych.
