Can anyone help me with identifying the artist, and or translating the inscription? Any help would be greatly appreciated.

The inscription claims to be dated and inscribed in 1934 by well-known ceramic painter Wang Yeting. Like every other Chinese art form that has monetary value, however, these have been faked extensively in recent years and I tend to be skeptical, so you'll need to do some research to authenticate it.
