The design is of the mythical meeting of the gods Jupiter and Vulcan. This thematic plate was done in China c.1750 and made for export to the European market. It is difficult to say this is period work due to the lack of detailed photos. It is quite unusual to see the rim design"broken" to continue the central motif,but parts(such the bird to the right) are done in the period expertise. Send better pictures and I might be of more help.

The brushwork and enamels both appear to be period(18th century). While the border break is unusual,the whole seems to be right for the subject. The obvious wear to the grisaille "penwork" on the figures reduces the value,but it still is quite collectable.
