Your picture shows neighborhood life somewhere in South China, Taiwan or elsewhere in an Asian Chinatown with a southern population. The woman in black at bottom center is wearing what I believe is "Kejia" (Hakka) black garb seen in the South. One of the flags look fuzzily like it may be Nationalist, while another resembles that of the Communist Chinese. Makes me think of Hong Kong, Macao and other spots in Asia during the third Quarter of the 20th century, when flags of both sides would sprout in October, when the Beijing side celebrated their national day on the first of the month and the nationalists lit fireworks for "Double-ten" nine days later.

Nothing is visible in the business signs to suggest any bear the artist's signature. Best I can tell, the one enlarged with red characters says "Gorgeous Western-style Clothing" (Huamei Yangfu - 華美洋服).
