Subject:Religious symbol - Khatvanga: help with origin, age and inscription reading?

On behalf of my brother I would like to know your opinion on this bronze Khatvanga. Especially he would like to know its possible origin, age and the meaning of the inscription. Above the inscription are these ornaments "hats"?

Dear Gakusei,
Your khatvanga is chinese.I don't know what the inscription means(a chinese inscription is surprising!)The"hats"seem in fact the terminals of a visvajra(double vajra)though their design is different from those at the ends of the khatvanga
or they are simply elements of decoration.

An authentic khatvanga is a long wooden stick with
3 metal human heads at 3 stages of decomposition.Yours is not old at all.
