Subject:Translation and Identification

Hi, I would like help if possible translating this text and perhaps someone could help identify the artist or name of the artwork. Also, I have not encountered a print with a wax paper over the surface before. I assume it's for preservation but if anyone knows, please explain. Thanks!

IMO, this is folk art inspired by the woodblock print 'Yui' from the famous series 'Fifty-three Stations of the Tôkaidô Road', designed by Utagawa Hiroshige c. 1833.

This appears to be a reproduction of a Hiroshige I print from his famous series "The Fifty-Three Stations of the Tokaido" the Hoeido Edition. It is Station 17 Yui. See the link below. Click on the Yui print for a larger version.
