The name of the artist is probably 姚玉琳 Yao Yu-lian with Yao being the family name and yu-lian which means beautiful jade, probably the name of a female artist. Since your picture of both chop marks are kind of blurry and the calligraphy did not list her last name, therefore I could be wrong with the last name.

Do you need the title of the painting and the year it was drawn translated?
