The border decoration is typical of Jingdezhen and the three orange seals are identical to those found on Jingdezhen vases dating to 1950.

I didn't notice until posting my photos that Jim had already provided some of the same information, so pardon the repetition. Your plaque bears some stylistic similarities in its border and wintertime motif to porcelain decoration seen during the early 3rd quarter or perhaps even a few years into the late second quarter of the 20th century. It also has in the inscription a cyclical date of "Yiwei" (乙未), for which a compatible occurrence came along in 1955, as well as the mention of Jingdezhen, under its nickname "Zhushan".

Here are some photos of a Chinese bowl with fairly similar snow scene and a different mid-century border and faux Qianlong mark.
