This is a Buddhist Lion-head cap (or model of a cap) for the end of a row of temple roof tiles. I'll defer to others on the seal script characters in the cartouche, but the small square seal would read in Chinese mandarin from the top right down and across as "Lu Shiren Zuo" (呂世仁作), "Made by Lu Shiren". However, the inclusion of the "Yin-Yang" symbol on the lion's head suggests to me that the item might have been made in South Korea. Appears to be contemporary in any event.

Here's a photo of a Chinese example that I bought in Taiwan about 30 years ago.

The three characters are 龍鳳祥 The auspicious dragon and phoenix.
