Subject:Japanese art on paper character saying and red seal mark

I have this art piece I got about a year ago or so, I was cleaning out my room and found this again under all my boxes.
Does anyone know who painted this and what is says in Japanese ?

Hi,
This is a collage made of Japanese papers. It depicts a typical country scene of a jizai kagi hanging above a fire. The jizai kagi is an adjustable hanger for warming things (water etc) over the fire.
The 'signature' reads Sa Chi in hiragana.
The writing on the rear is an address in both Japanese and English. The lady on the address Sachiko is probably the maker of the artwork .
No great value I think. This type of thing is usually a gift/ souvenir, greeting card etc.
