I have an okimono of a fisherman with base signature.
Could you please let me know who or where (depending on meaning) this piece was made(by)?

Can't read the mark except the second character is either zan or yama. Looks like early 20th Century walrus ivory carving.

The characters appear to be 主山 with a literal meaning of "Master of the Mountain". This would be read "Zhu Shan" in Mandarin, but I have no clue as to the appropriate Japanese transcription. Unicode charts list the following possibilities:

主 - Japanese Kun: NUSHI, OMO, ARUJI; Japanese On: SHU, SU

山 - Japanese Kun: YAMA; Japanese On: SAN, SEN

I can only help you (more or less) with the signature, which is 圭山 = Keiyama or Keizan or Keisen.
