I really like this art piece but know nothing about it, hoping someone does so I can find out more information. Your assistance would be fantastic.

painting is supposed to be painted in winter 2003 in Beijing by Shi Guoliang 史国良, whose auction results are here:

I don't notice pictures of men among the works by him a Google search has to offer, but the "happy minority people" theme is certainly what Shi Guoliang focuses on.

Although I am not very familiar with Shi Guoliang's works, having seen only one painting at a gallery many years ago, I am not sure whether a competent artist like Mr Shi would do such marks on the man's shoulders and down his sleeve. The part of the painting above the man's waist is also a mess and the horse (?) is badly drawn. These are just my personal opinions but I really hope that you have not decided to buy this painting yet. Do have a look at his other paintings for comparison first.
