Subject:need english translation of this Kang Youwei Scroll, circa 1891

We have been able to confirm the artist and date but wondering if someone has even a summery or abbreviated translation of this scroll.

This is an early poem by Tang poet Li Bai/Bo, text can be found here:

Kang Youwei had very distinctive handwriting; this scroll is not by him.

Here is another fake Kang Youwei listed on ebay in similar style as yours:
