CAN YOU HELP ME TO READ THE SIGN, THE DATE AND THE POEM WRITTEN ON THIS EVENTAIL I THINK THE AUTHOR COULD BE CHANG ZHONG ZUANG OR KUANG AND THE PERIOD 1875-1880

Today, the more common transliteration system for Chinese is PinYin. The name in the seal is Chen Chong Guang - 陳崇光。

I can't see either a date or a signature, so I have no way of estimating the age.

The style of the painting is XieYi , but even that is not a clear indicator of age.

Chen's dates are 1838-1896. Searching for images associated with his name in Chinese suggests that his paintings were were usually a bit more varied and refined than this fan, though I like how the peony flower is done. He also tends to sign his name, which is only evident from the seal here.
