What it means is problematical without knowing whether it is Chinese, Japanese or Korean, which is indeterminable without clues that may be available in a complete view of the object, be it scroll, plaque, dish, tile or tattoo. In Chinese Mandarin, the two characters would read down as "Bright Jade" (guang yu), possibly a given name or reference (possibly metaphorical) to something in the subject matter.

many thanks for your answer Bill. Here is a wiev of the okimono. I dont know the material and I was thinking it is japanese.

Japanese Meiji era okimono of a fisherman struggling with an eel (here as a representation of a kappa or water kami?), most probably carved in ivory and signed 'Kôgyoku' (光玉). Kôgyoku was a well known Meiji ivory carver.
