Subject:ID and General Care Suggestions on Bowl

Purchased a small (5 in. diameter) bowl, with no markings (artist or otherwise). I'm assuming this is something modern, but I have a couple of questions. First, I'm curious about the imagery used and its cultural significance. Secondly, how about care and cleaning? There seems to be something sticky, a slightly dark residue, that I would love to get off the surface, and would appreciate any advice on what to use/not use (perhaps even extending this bit of education into more valuable realms). And of course, should anyone recognize the art and its date, I'd appreciate that enhancement to my knowledge as well. Many thanks to all who have helped me in the past, and my thanks to any and all who can help me with this.
