The mark says "Made for the Hall where Benevolence Resides" (Ju Ren Tang Zhi - 居仁堂製). During the early Republic Period, Jurentang was the presidential palace used by Yuan Shikai, who also ruled as the constitutional emperor Hongxian for 80 days between late 1915-early 1916. Porcelains made for this residence were imperial in quality and bore marks that met better calligraphic standards than what is written on your vase, which judging by the amount of dirt that was rubbed on to "age" it, would seem to date to the third quarter of the 20th century or later.
I've attached photos of a vase and a planter bearing variants of the Jurentang mark, both of which appears to be of the 1915-16 period.
