黄山仙境图
時在丙子年夏月
寫横例雲瀑秋崖松風
若明於北京
Picture of Huangshan (Yellow Mountain) Fairy Land
In the Summer Month of the Year of Fire-Rat (1996)
The sideways lining up cloud streams in autumn wind with pines and cliffs painted by
Ruoming at Beijing
I am not sure about the reading of the first character (Ruo ?) in the given name.

However, a clear magnified image of the seal might help decipher the full name of artist.

With regards,
I.Nagy

蒼 Cang indeed seems to be the surname, but the given name differs from the 明 of the inscription, and instead might be 聖 Sheng. 印 means "seal of"
A quick online search doesn't yield any hits for me though.
